I need more interactions overtime to really be sure but right now my inclination is that they could work - but not long term. Phoebe likes to be chased - she’s not a fan of being stuck in a commitment (from what I get from her) so if they do work out I see Diego being more invested in the relationship than she is
But really it depends on how isi writes phoebe
