Honestly I thought you were talking about the NPC missions at first 
But the last quest I can remember - in the OG CHB - the decisions had to be made by the three characters. There were polls that you could vote on, but your vote wouldn’t be valid unless your character was on the quest. But their deaths do effect the whole camp so
