Limited to the powers/abilities of the parent.
Some skills can be learned with practice. (Archery, lockpicking, etc.)

Explanation
I think it means your character’s powers are “limitless” as long as they are the same as the powers of your character’s parents. For example, one of my characters, Mark, is the son of Emma Frost (who has strong telepathy and can shift to diamond). Therefore, Mark can have two powers: he is a telepath and has a diamond-form. From what I’ve seen, though, you’re allowed to have the kid’s powers vary slightly in order to make it less of a recreation of his or her parents.
Your character can also learn skills that are more mundane (like shooting, lock-picking etc, as @Newguy said). I think you would do that in the RP. For example, Mark could learn how to pick locks, since it’s not an ability that Emma would need to have passed down in order for him to be able to do it.
