However, there was a time when my trust level was 3, but then it was lowered back to TL2.
If that’s so, then I think my TL is locked at TL2.

Then it was most likely for a reason that was talked out with you and the mods. If you are reverted back to a level, then that means the mods have done it for a reason, though this happens very rarely.
