Monarchies nowadays ain’t worth mentioning. 
In ancient times Peisistratos was considered a good king. Also most pharaos of Egypt, except Echnaton. Caesar was also better than people thought of him. Alexander The Great, not to forget. Medival times are hard to tell as there were so many tiny realms around. Austria had a long tradition in royality, no need to tell Cat, though.

In Qing Dynasty (China) the three best monarchies are Kangxi Emperor, Yongzhen Emperor and QianLong emperor. Thus, it’s called the High Qing Era.

Hmm I’ll go with Cyrus II of Persia since under his reign, human rights and military strategy were greatly improved.
