some think it was to punish Katniss for hunting

others that it was to send a message about no one being safe

I definitely don’t think it was rigged. but I think games have been rigged in the past for sure. I mean Lucy Gray is an example hers were rigged. so it’s not impossible. but I don’t think Snow would have any reason to push prim or katniss to the games
