I do, but it depends how they are used. I use them for flashbacks or dream sequences, and they can visually enhance a scene if used correctly. Some authors use them throughout the whole story, and it can work really well if they are trying to achieve a certain aesthetic.
However, I’ve never seen this personally but I have heard authors complain about filters being way too dark, so it seems that some authors tend to overdo it.
