I read that she says she would’ve used it if she loved them. Wouldn’t she use it anyway, knowing that they know what’s going on but are compelled to listen/obey??
If you ask me, “falling” for them on to break their heart is only half as cruel as actually compelling them. 
that’s not how I decided it works though … it wouldn’t break his heart because he wouldn’t fall in love with her

No, I meant if she didn’t use her power but instead broke his heart, that using her power on him would be the more cruel option of the two.
it wouldn’t though because him falling in love with her is just as porobable as her falling in love with him, which is never happening
