So, a channel I like is doing a livestream. I want to comment to possibly get a shout out. How do I comment?

Ohhh, well there’s the live chat that moves pretty fast but there should still be a pretty obvious place for you to put your comment
I took this screenshot from a random live video and you can see at the bottom I can comment. If you aren’t able to then it could be because comments are turned off or because whoever owns the channel has set it to members only chat (which I think is possible on YouTube but I’m very used to Twitch)
