I think it is clearly jazz hands to show your are jazzed about something.
Even my iPhone agrees and suggests it when I type “jazz hands”

I don’t often hug someone with open hands like that. But if my device showed an emoji with the hands turned in like @fcukforcookies, I’d say hug

I feel like it would work as a hug if there was a little arm there. I’m probably overthinking the whole emoji, but it would be an awkward hug if you kept your arms that close to you
