It’s called Ibis Paint! There’s a bunch of tools on there and one of them is for text so you can easily create like name PNGs.

If you download it I can further show you how to do stuff on there. I’m not a good artist on there or anything like that but I have made fun overlays for myself, although I mainly find them online if I need them lol.
