I think Kaguya-sama and Kaori Miyazono would be good friends, hypothetically. Kaguya is from Love is War and Kaori Miyazono is from Your Lie in April.
Maybe Kaneki from Tokyo Ghoul and Zero Two from Darling in the Franxx, dunno yet. Seems like it could work…

Hmmm…Levy from Fairy Tail and Kyoya could get along. Maka from Soul Eater too.
jiraiya and master roshi would be good freinds because their really similar. Jiraiya is a Toad Sage and Roshi is a Turtle Hermit, and their both pervy old men that were masters to really strong characters
Satoru Fujinuma from Erased and Ken Kaneki from Tokyo Ghoul might be an interesting duo.

Misa from Charlotte and Kirari from Kekegurui
