Even then, it feels somehow off. Air is more into clouds, but lightning is literal plasma and electricity is just heat energy. Yeah, maybe air can deal with thunder clouds, but even then, I image it’s just moving cool air down and hot air up to create the weather pattern.
And on the note of thunderclouds, you could even draw in water for the condensed mist so I guess not even air gets clouds

Since Aquarius is called Water-bearer and clouds also in some way carries water around I linked Aquarius with storms.
But I don’t really have a problem if Sagittarius has lightning /electricity based abilities. Maybe Aquarius needs to generate cloud to do that lightning thingy but Sagittarius is cool enough to attack with a bolt from the blue

also aren’t like zodiac signs connected with greek gods (at least western zodiac sign which this one is based on) poseidon was the god of storms and water, so it’s not really a reach to have Aquarius have storm powers or something.
