If he isn’t looking for someone with the intent of finding love (not just a proper marriage) then she has to do the work herself of finding someone for him that he could fall in love with.

Because in her mind, her brother deserves love and happiness.
She’d seek to do the same for anyone around her, but she especially wants her brother to be able to marry someone he loves.
