Justin definitely does keep Leo from Addie
But he has the right intention 
just the wrong actions
Can Leo blame Justin for wanting to protect his big sister who he saw almost die? Because of leo? Or at least he thinks it’s because of leo
Leo promised to keep his sister safe

I do imagine there were times where Leo made them worse than normal takes though
Everything Leo did, was to protect her.
In a way, even what he said to his dad, regardless of how Addie interpreted it, was to protect her. 
He’s terrified not knowing what happened to her
