Historically taling, I’d say neither look really like Regency. The first one’s style is very decorative and complex (talking abouit the dress and the hat) while the second one looks like she’s wearing more simplistic clothes which is mroe fitting for Regency, but a woman in Regency times would never wear her hair down unless she was in the comofrot of her own home, relaxing. (Thus the phrase “Let your hair down” means to relax)

Bare in mind this is an alternative world, so the history is flexable. Plus its between Early victorian, late regency.
